Waterloo - Tammy L. Proper, 47, of Bauer Road, Waterloo, NY, died Monday (April 27, 2015) at Geneva General Hospital, Geneva, NY. Funeral services and burial will be at the convenience of the family. Tammy was born in Geneva, NY on April 2, 1968 the daughter of Alan "Butch" & Rose Marr Rathbone. She was a life resident of the Waterloo-Seneca Falls area. She had, at one time, been an Emergency Medical Technician for Connecticut-Harford Ambulance in New Haven, Connecticut. Tammy was a member and past president of the Garden Club on Okaloosa Island in Fort Walton Beach, Florida. She loved to travel and enjoyed decorating especially her home in Florida.
